This is part 1 of a 3 series OVA releases. The bulk of Megazone's 23 footage was edited and redubbed and a new ending added by the original studio that produced Megazone 23 into Robotech: The Untold Story that does not fit into the Megazon 23 continuity and has by some been mislabeled as part of the OVA series.
